No government agency will contact you offering COVID-19-related grants or economic impact payments in exchange for personal financial information, an advance fee, or gift cards. The Inspector General of Social Security, Gail S. Ennis, is warning the public about fraudulent letters threatening suspension of Social Security benefits due to COVID-19-related office closures. We will not suspend or discontinue benefits because our offices are closed to walk-in visitors. Read this and other fraud advisories.
The U.S. Department of Health and Human Services Office of Inspector General is alerting the public about fraud schemes related to COVID-19. For example, scammers are offering COVID-19 tests to Medicare beneficiaries in exchange for personal details, including Medicare information. However, the services are unapproved and illegitimate. What About Applications Requests And Other Decisions The Ssa Usually Makes
- The SSA is suspending collection of new overpayments where possible, and will not send you a bill for an overpayment during this time. SSA will continue collecting any overpayment that has already been established.
- The SSA will continue with disability hearings by phone, but not in person. If you do not want to do your hearing by phone you can ask for the hearing to be postponed.
- Some SSA employees in local offices are continuing to work on requests for dire need benefit payments, disability applications for those with the most severe disabilities, changes of address, changes of direct deposit, changes of representative payee, and reports of death.
- If you get any communication, like a telephone call, e-mail or text threatening to suspend or discontinue benefits because SSA offices are closed, this is most likely a scam. See ‘Look out for scams’ below.

SSA Resuming In-Office Services
Today, April 7, the Social Security Administration resumed in-office services by both walk-in and appointment for the first time since March 2020 at approximately 98 percent of its more than 1,200 field offices.
The SSA strongly encourages the public to schedule an appointment before heading to an office and visitors should be cautioned that the SSA expects large crowds and has warned walk-in visitors to expect delays and long waits.

You can schedule or modify an appointment by calling the SSAs National 800 number at 1-800-772-1213 between 8:00 am 7:00 pm, Monday through Friday, or by contacting their local field office using the SSAs online field office locator application.

Payment at the Protected Payment Level
Yes, effective October 29, 2021, if you request reconsideration of a change in payment for non-medical reasons within 60 days of receiving a letter about the change in payment, you will continue to receive payment at the previous payment level until a new determination is made, unless you ask not to receive continued payment. Therefore, if you file a reconsideration request within 10 days of receipt of a letter, there will be no change in your payment. If you file a reconsideration request more than 10 days after receipt of a letter, your payment may change temporarily, but we will restart the previous payment amount once we receive and enter your reconsideration request, and you will receive that amount until we decide your reconsideration request. Remember, SSA presumes that you receive a letter five days after the date on the letter unless you provide evidence that it took longer than five days. You can file an appeal by taking one of the following actions.

Are Social Security Offices Open?
Just like with benefit issues, getting an appointment for help with your Social Security number has a priority system as well. These appointments are reserved for people age 12 and over who are getting their first Social Security card or need to update information related to their Social Security number such as a name change or citizenship status change. These people may also be unwilling or unable to mail original documents. For example, you might not want to mail your original birth certificate or drivers license to prove your identity on your application. So, you could make an appointment to accomplish this. Simply requesting a replacement card is not enough to warrant an appointment in most cases. Replacement Social Security cards can be requested online as well as replacement Medicare cards.

Is The Social Security Administration Open
Yes, but there have been changes because of COVID-19.
- The Social Security Administration closed its offices to the public as of March 17th, 2020. No walk-ins at SSA offices are allowed until further notice.
- The SSA is still open to take calls. If you are worried about your benefits or status, a hearing or a communication that you received, you can call 1 772-1213 or a field office. Find your local field office.
- The SSA has warned that it could take more than an hour to get through and reach an agent by phone because of staff shortages
- The SSA is recommending that you try the self-service options on their website before you try calling.
How Will Ssa Process My Notice Of Appointment While Emergency Procedures Are In Place
Date: March 11, 2021
Beginning March 11, 2021, we have revised our temporary procedures to allow you to use different methods to sign the notice of appointment of a representative and fee agreement, if the fee agreement is submitted with the new notice of appointment, during the current COVID-19 health emergency. During this time, if we receive an appointment document such as the Form SSA-1696, on its own or along with an SSA-8000, SSA-8001, SSA-L2, SSA-820, SSA-821, SSA-827, or SSA-455 form, and your signature appears to be an electronic or digital signature, we will make three attempts to contact you to verify your identity and confirm the signature. If we verify your identity and signature, we will process the appointment as usual. If the first attempt to reach you by telephone is unsuccessful, we also will send a call-in letter to you and the representative you requested. If we cannot reach you and you do not return our call, or do not verify the signature, we will return the paperwork to the person who submitted it without recognizing the appointment.
We also have temporary procedures in place permitting you to verbally appoint a representative during a remote telephone hearing with an administrative law judge, if you submit a written notice of appointment afterwards. In this case, we will accept an electronic signature on the written appointment notice, without needing to call you again.

Is Ssa Finally Reopening
Social Security Administration offices have been generally closed to in-person services since March 2020 because of the COVID-19 pandemic, with no walk-in service at all and an extremely limited number of field office appointments available based on dire need. Hearings have been held either by telephone or via Teams. After some indication of a January-based reopening of offices to the public that was retracted in December, it looks like SSA is finally moving towards reentry.
On January 20, 2022, Acting Commissioner Kilolo Kijakazi announced the agency has reached agreement with its three labor unions on a reentry plan. The following day, the Acting Commissioner provided a few more specifics. According to a January 21st announcement, SSA is planning reentry and implementation of telework schedules for most employees on March 30, 2022. Local offices will restore increased walk-in service in early April, although the public will still be encouraged to conduct most business on-line and schedule appointments. Limited in-person hearings with management judges will begin in March with plans to expand in the spring and early summer.
In addition, the National Treasury Employees Union, which represents employees in OHO, has also negotiated an agreement that increases telework opportunities, extends scheduling flexibility, and ensures safety. It is not yet clear, however, when that reentry process will begin.

The Financial Crimes Enforcement Network has identified multiple fraud schemes in which filers submit applications for unemployment insurance benefits using other peoples information. Receiving unemployment benefits could affect the amount of monthly benefits you receive. If you believe you are a victim of this fraud scheme:
- Contact your appropriate State fraud UI hotline to report the fraud. The Department of Labor has phone numbers for each state fraud hotline.
- When you report the fraud, request that they provide you with written documentation that you have reported the alleged fraud. At a minimum, request a case number for your fraud report, and write down the case number, the name of the person you spoke to, and the time and date of your call.
- Retain this information, along with any written confirmations, to ensure you can provide evidence that you reported the fraud if you need it later.
- If you receive Supplemental Security Income benefits, and you suspect UI fraud, contact your local Social Security Office immediately.
Is Representative Payee Monitoring Continuing

After more than two years of being largely closed to the public because of the coronavirus pandemic, the nations more than 1,200 Social Security Administration field offices reopened today.
Still, Social Security officials encourage people with phone and internet access to use those methods of contact if possible.
Customers who walk in without appointments may encounter delays and longer waits at our offices, the agency said in a written statement earlier this week.
In-person visitors will be required to wear masks, in addition to other safety precautions.
Many advocates have said they anticipate the lengthy closures, combined with the agencys staffing challenges and continued technical problems with phone systems, could lead to long lines for service, though none were visible at several Pittsburgh-area offices Thursday morning.
Advocates and attorneys have said they are sensitive to the safety concerns of reopening, but that the closed offices had posed a hardship for some people, particularly those applying for the disability benefits that are part of the Social Security program.
It was incredibly difficult for our clients, many of whom rely on the local offices to get help with their applications, to do updates on their applications, to deal with overpayment issues, everything. So, it a huge hurdle for our clients, said Jennifer Modell, an attorney specializing in Social Security cases at Neighborhood Legal Services in Pittsburgh.

The Ssa Still Encourages People To Use Online Services Call The Administration And Schedule Appointments
Since long lines are common at SSA offices, the administration is still urging customers to use its online services, to call either its national 800 phone number or local SSA offices, or to schedule appointments in advance.
If you try to call the 800 number, be forewarned that you may encounter a busy signal or have your call unintentionally disconnected, since the SSA is in the process of upgrading to a modernized phone system. We sincerely regret this disruption and recommend people call when our National 800 Number may be less busy, such as before 10 a.m. or after 4 p.m. local time or later in the week, Kijakazi explained in the blog post. Like our offices, our waits are generally shorter later in the month.
